Lenawee County is soliciting proposals from qualified recycling haulers to provide dumpster rental and collection services as part of a 9-month pilot program to expand recycling access across the county. The program includes three (3) recycling dumpster locations in the municipalities of Britton, Onsted, and Hudson.
Pending successful implementation, there may be an opportunity for contract extension and potential expansion to additional sites. The County aims to launch the pilot program by October 1, 2025.
Vendors may submit proposals for one or both of the following service types:
- Cardboard-only recycling, and/or
- Mixed recyclables (including cardboard, paper, plastics, aluminum, etc.)
Services must include both dumpster rental and ongoing collection, transportation, and processing of recyclable materials.

Proposals will be reviewed and presented to the Lenawee County Materials Management Planning Committee during its regular meeting at 10:00 a.m. on Wednesday, September 3, 2025, held in the Chambers of the Old Courthouse, 301 N. Main Street, Adrian, MI.

- Quantity: 3 dumpsters
- Size: 6-yard dumpsters
- Type: Front-load dumpsters appropriate for recyclables

Service Frequency
The pilot is planned for a twice-weekly collection; however, proposals should include options for:
- Emergency pickup if needed
- Increased pickups based on volume
Material Accepted
Vendors should indicate which of the following materials are accepted in their proposed service:
- Cardboard only
- Mixed recyclables, including:
- Corrugated cardboard
- Office paper
- Newspaper
- Aluminum cans
- Rigid plastics (#1 and #2)

Proposals must include:
- Company Information
- Business name, address, contact information
- Years in operation
- Relevant certifications or environmental permits
- Service Option(s)
- Specify whether the proposal is for cardboard only, mixed recyclables, or both
- Dumpster sizes and specs offered
- Proposed pickup frequency and flexibility
- Pricing
- Monthly dumpster rental cost (per unit)
- Per-pickup service cost
- Fuel surcharges or additional fees (if applicable)
- Schedule of Service
- Timeline for initial delivery of dumpsters and setup
- Proposed standard pickup schedule
- Holiday schedule and inclement weather policy
- Disposal Site Information
- Name/location of processing facility, or if you plan to bale, process, and sell commodity yourself.
- Confirmation that recyclables are properly handled according to state/local regulations
Proposal Evaluation Criteria
Only proposals submitted by those who are licensed waste haulers in Lenawee County will be considered.

- Cost and fee transparency
- Service reliability and flexibility
