RFP for Demotion Land Bank Authority

The Lenawee County Land Bank Authority is requesting proposals for the following project:

410 S. Comstock St. Demolition


Instructions to Bidders

1. Sealed proposals are to be submitted to:

Lenawee County Administrator’s Office
Re: 410 S. Comstock St. Demolition
Dropped Off or Shipped: 301 N. Main Street, Adrian, MI 49221

2. Proposals must be received not later than 1:00 pm, local time, on Thursday, November 16, 2023 for all bid categories.

3. Under discretion of the owner, there will be a public bid opening at 1:01 pm on Thursday, November 16, 2023 when bids will be opened and read aloud.

4. There is not a formal project walk-through scheduled. The site is available for all bidders to visit at their convenience. (410 S. Comstock St. Addison, MI 49220). Visiting the site is a requirement to bidding.

5. Contractors awarded contracts will be required to furnish a Certificate of Insurance with requirements outlined in the Contractor Pre-Qualification Form.

a. Krieghoff-Lenawee Company and the Owner shall be named as additional insured on a primary and non-contributory basis, and coverage to include premises operations and completed operations.

b. Prior to commencement of the work, contractor must obtain and thereafter maintain in effect the insurance coverage described herein and provide Krieghoff-Lenawee Company evidence of the required insurance.

6. The site of proposed demolition is available for each bidder to visit and familiarize himself with conditions under which the Work will be done. Lack of such knowledge will not constitute a basis for any claims whatsoever for extra compensation or extension of time.

7. Sales tax should be included in bid.

8. If your company is performing work on the jobsite, you are required to provide a copy of your company safety policy, MSDS sheets, and employee operator certifications with your signed contract. Payments cannot be released without this paperwork.

9. The project is expected to start November 19 2023 and be completed by December 31, 2023 All work will be done during normal working hours.

10. Each bidder shall examine the bidding documents carefully. In the event that the documents require interpretation or correction of any inconsistency, ambiguity, or error, the bidder will notify Krieghoff-Lenawee in writing not less than four (4) business days prior to the bid due date. Krieghoff-Lenawee shall review same and where information sought is not clearly indicated or specified, shall issue a written clarification to all bidders of record. Neither the Owner, nor Krieghoff-Lenawee be responsible for any oral instructions.

11. The Owner reserves the right to reject any or all proposals and to waive any irregularities in bidding, or to accept the lowest responsible proposal, which in the opinion of the Owner serves the best interest of the Owner. The Owner will not be obligated to accept the lowest proposal. The Owner further reserves the right to approve all subcontractors.

12. The form of agreement between the Owner and the contractor will be an AIA 132 contract. Contractors must review the contract and be familiar with all terms and conditions prior to award.

13. Bid Categories that are required to obtain permits for their scope of work shall incur all cost for associated permitting and all cost for required associated inspections as construction progresses.

a. Including any road closure permits.

14. For any additional work performed upon authorization of the owner, the contractor agrees to accept the following fees:

a. There will be a maximum allowable fee of 10% overhead and profit applied to the total cost of labor. Reimbursable labor must be expended at the project site and must include hourly wage rate plus insurance, taxes, health and welfare contributions and any other employee benefits.

b. There will be a maximum allowable fee of 10% overhead and profit applied to the total cost of materials. Total cost of materials includes applicable sales tax.

c. There will be a maximum allowable fee of 7.5% applied to the quote of any subcontractor. This fee shall be acceptable as full compensation for extra work including all bidder overhead and profit.

d. A cost breakdown of all wages, materials, and vendor invoices must be submitted with all extra work quotes.

15. Should any work be deleted from the contract by order of the owner, the full cost savings realized thereby will be credited to the owner.

16. All Bid Categories shall provide caulking and sealants integral with work of that category and at locations where your work meets dissimilar materials.

17. It is the responsibility of each trade to perform daily cleaning.

18. The following Bid Category notes are applicable to a specific Bid Category. These notes are to clarify the Work to be performed under the Bid Category. The notes are not to be construed as complete itemization of Work included in Category nor do they relieve the Contractor of his responsibility to deliver a complete job in accordance with specifications, contract documents, bidding requirements, general conditions and supplemental conditions.

19. Each bid shall be accompanied by a bid security in an amount of not less than 5% of the total base bid sum, pledging that the bidder will enter into a contract with the Owner under the terms stated in the Bidding Documents.

20. The owner shall have the right to retain the bid security of the Bidders under consideration until either:

a. The Contract has been executed and bonds have been furnished, or

b. The specified bid time has elapsed so that bids may be withdrawn, or

c. All bids have been rejected.

21. The amount of the bid security shall be forfeited to the Owner upon failure of the successful Bidder to enter into a contract within fifteen (15) days after acceptance of the proposal.

22. The Bidder shall, within 15 days after the acceptance of any proposal, provide a Labor and Material Payment and Performance Bond, each covering the full amount of the Contract sum as security for the faithful performance of all work under the Contract and payment of all charges in connection therewith. Costs of said bonds shall be included in the base bid.

23. Whether the Performance and Labor and Material Payment Bond is single or dual oblige, trade contractor must provide a “Performance Bond and Labor and Material Payment Bond”, AIA Document A312, December 1984, Third Printing 1987, of the American Institute of Architects, which are hereby made a part of the Contract Documents, the same as if bound herein. The Performance and Payment Bond shall be part of the Contract and shall apply to all Trace Contractors Contract Documents. 24. All bonding companies must be listed by the U.S. Treasury.

25. All bonding companies must be rated “A” or better by AM Best.

26. All bonding companies must be licensed to do business in Michigan.

27. Copies of the Performance Bond and Payment Bond may be obtained from the American Institute of Architects, national office, 1735 New York Avenue, NW, Washington DC 20006.

28. It is the responsibility of each trade to provide equipment necessary to complete their specified scope of work.

29. It is the responsibility of each trade to provide any necessary testing and/or air clearance required.
